Keith Owens is a highly experienced technical and development professional with more than 30 years of expertise in residential housing, affordable housing, and large-scale mixed-use developments.

Beginning his career as a civil engineer and progressing through senior technical leadership roles with major housebuilders including Bellway Homes, Barratt Homes, Persimmon Homes and Lovell Partnerships he has developed extensive expertise in land acquisition, technical due diligence, planning, engineering design, value engineering, energy assessment, regulatory compliance, and project delivery.

Throughout his career he has successfully managed complex developments ranging from small residential schemes to multi-phase projects of over 900 homes, leading multidisciplinary teams, controlling technical budgets, overseeing planning, adoption processes, and delivering innovative, cost-effective solutions. His broad technical knowledge, hands-on approach, and strong commercial awareness enables him to identify development opportunities, mitigate risks, and drive projects from initial appraisal through to completion and adoption.
