The Former Woods & Moore development at Wallows Road, Brierley Hill, presented a unique challenge following the administration of the original main contractor during the construction phase. With the development partially completed and progress halted, there was an immediate need to assess the status of the works, identify technical and commercial risks, and establish a clear strategy for the successful completion of the scheme.
KLO Development Services was engaged to support the recovery and delivery of the project, providing technical, commercial and project management expertise to facilitate the transition between contractors and minimise disruption to the overall development programme. Working closely with the client, consultants, warranty providers and replacement contractor, we helped establish a clear understanding of the existing works, outstanding obligations and technical requirements necessary to bring the development to completion.
One of the primary challenges was the detailed review of the partially completed construction works. This involved assessing build quality, identifying any non-compliant elements, reviewing design information and verifying that completed works met the requirements of Building Regulations, warranty providers and relevant technical standards. Where deficiencies were identified, KLO Development Services coordinated remedial solutions and worked with the project team to ensure that appropriate corrective measures were implemented.
The change in contractor also required a comprehensive review of project information, procurement packages and construction sequencing. Our role included assisting with the mobilisation of the new contractor, coordinating technical information and helping to establish realistic completion programmes that balanced quality, compliance and commercial considerations.
Throughout the remainder of the construction phase, KLO Development Services acted as a central point of coordination between all project stakeholders, resolving technical queries, managing design changes and ensuring that the development maintained momentum despite the disruption caused by the contractor insolvency. Our practical understanding of residential construction enabled issues to be identified and addressed quickly, reducing risk and helping to avoid further delays.
